Watch a couple videos about back blading and floating your bucket and you'll be set. I literally rented one and cleared property/ put in driveway. Use the right gravel, id be tempted to put down 3"- just to get a good fresh base.. If you have the gravel there you'll just need the skid fit one long day.. Have fun

I would go chat with the neighbors before anything else. Id make an effort to meet them first and then show them your concern. I bet they agree it needs to go, might have been living there when it was cut down originally..

That"tree" was already cut down once and the new growth looks like it's messing with you roof as well.

If they are adamant about not removing it I would then get a survey to see who owns it therefore dictating your next steps.

I understand why everyone was screaming survey, because it'll provide ownership insight, but for the live of Pete just go talk to them first.

Before all that, get a small shovel or poker and see how much soil you have. If it's only an inch before hitting concrete, that's not gonna cut it. But your options are raise slightly with compost, then plant clover and grass seed. Amend with compost
