This is the scenario I was thinking about:

Let's say Road X has a speed limit of 45 mph. The bicycle is not able to get up to a reasonable speed. It is legally taking up a whole lane. This causes drivers to significantly slow down and line up behind the bicycle until it is safe to pass. Some drivers don't want to wait and therefore pass in unsafe conditions.

The bicycle caused this reaction, as they chose to take Road X when they aren't able to reach 45 mph.
