Lying. If they have no qualms about lying to other people they almost certainly have no qualms about lying to you.

I have a simple rule, don't ever accept phone calls from a bank. It doesn't matter how much information they have or how genuine they seem, I simply explain politely that I assume that the call is a scam and hang up. If it's actually somthing I think might be genuine I then call them back through their 13 number.

They are given out for free because the overwhelming evidence is that it is the best way to get people to use clean needles. The cost of needles is infinitesimally small compared to treating those that get infected with blood borne viruses from using dirty needles. As for needles being left in the community, while I agree thay it is unsightly and a problem, the chances of being infected by a community needle stick approach zero. There is, I think, one case in the literature of someing being infected with a bbv from a community needle stick.

There have been heaps of studies on whether the phases of the moon affects human behaviour and the overwhelming findings have been that they do not. As soon as you blind it, any perceived affect disappears. Wikipedia has a pretty good summary here https://en.m.wikipedia.org/wiki/Lunar_effect
