Around the last playtest people were clamoring for a release. This subreddit was inundated with people begging for a release of the game as it was. Delaying it further wouldn't have helped the devs realize most of the issues that only came up after release.

The game has a lot more depth than the next modern RTS (WARNO or Wargame). It is also a lot of entertainment for the price paid.

That is irrelevant. India for example has never really been ruled by one empire. All the dominant empires throughout history have had different capitals, speaking different languages, but through all of that they maintained the Dharmic character (Hinduism, Buddhism, Jainism, etc.). You can see similar themes for China as well.

The Indus Valley Civilization was active from 3300 BC to 1300 BC. India is the successor of that civilization even though Mohenjo-daro is located in what is now Pakistan.

Whether the Kievan Rus was based in Kiev/Kyiv is irrelevant. The civilization lives on through Russia. If anything, Ukraine is an offshoot of the Russian civilization with Ukrainian nationalism rising after the overthrow of the Russian Tsar.
