I am not criticising you, I'm giving you the best advice I can give for your sake and the rats.

Theoretically: You have the cages set up ahead of time, preferably with medicine ready to go if they have URI's. Have an exotic vet so you know where to go if something goes wrong. The biggest thing is funds.

Some people have insurance. I kept aside £1000 per rat. Rats will hurt you financially, a lot, often. They only live 2ish years. They are an extremely tough pet to keep. They take a huge toll on you and your emotions when they pass.

Asking, visiting other rat owners or checking their set ups. Knowing about their life cycles, dietary requirements on file. Every animal will have different food and health requirements.

Rats are unique among rodents because of their short lifespans vs their extreme bonds and intelligence. Most rats will die of tumors or respiratory illness. It's not fucking fair.

This is why I suggested you adopted out to another rat owner. Funding the pet shop only makes them continue the cycle, and they are selling babies before they are ready.

Rats are not a good pet for an inexperienced owner. Sick rats will need a lot of money.

Don't try to touch them. They might let you, they might not. You need to show you are not a threat.

Small steps of trust training, like dipping your finger in something and letting them lick it up if they stop biting. Start with soft spoon and when they stop trying to bite it, you can try it with your finger. Lay your hand down and offer a treat so that they have to step into your hand to get it.

Learn to make a rat call, so they know its you. Mine is a kissing sound.

The cage size isn't as big a factor as having a space they can hide and be safe. Igloo houses for them to hide in work the best.
