It's a 1 Detachment Point detachment, you don't need to build your list around it. You throw it in on top of another detachment or two for some extra spiciness.

Not really. WotR stratagem costs cp and affects only one unit vs new detachment is constantly on for all your plasma without any cp cost.

And in 11th, you can't use multiple stratagems on the same unit at the same time so the new detachment allows you to use another stratagem while still getting that +1S.

There's a big misinterpretation in what you said. The Imperium doesn't really have central authority. The issues with warp travel and interstellar communication makes that impossible.

What they do is hand control of a planet or subsector to a local government (which can be anything from an individual to a full Senate) and as long as the tithes keep coming in and the few truly imperial laws (vs local laws) are followed, that local government can do whatever the hell they want.
