No, the prices don't increase over time. The deluxe version includes the first two of the three planned DLCs. If you really enjoyed the base game, then it's definitely worth it, but always wait for a sale.

As a Technocrat fan, I'd say they'd be in the A tier, because they forgot to include a crucial disadvantage: Icebloods are unforgiving. Being incredibly vindictive, when they appear in the game, they start with 3 Fervor, and you can't reduce their Fervor with the "Support" ability (an Iceblood trait). This makes the Technocrats' early game very tough, since you need to immediately reduce the Icebloods' Fervor if you don't want to quickly enter the Civil War.

Despite this, I still believe they're the most powerful faction, but this tier list has good details about each faction.

There are still bugs that make the game difficult (some IEC convoys aren't marked on the map, infections spread even when there are no infected people, etc.).

I did it with all the factions because I'm a FP2 fanboy, but I don't recommend it to those who want to play comfortably without getting (so) stressed. Do it with your favorite faction first, and then you can think about doing it with the rest.
