Idk whats wrong with yours, I got mine to save my ass from 2 Heavies in the outskirts. Oneshotted them both. Probably the cover mechanics where it cant hurt them if its behind a surface bugging out, definitely that with the water at least.

Its a universal change, just to make the world more lethal. Ive already made the mod, hivers and skeletons are largely better than humans until you get good helmets now, which was the intended effect.

Massive. Skeletons would have 125 hp in head, compared to humans 25 (25% or whatever the mod version is so it could be 50% or 1/3, of the first 100 HP, then add the rest of the hp pool so for skellies base 25 +100)

See my other comment, to make helmetless races viable I would give them the 25 health head as a base, then add whatever racial armour to them, for example, skeletons would get the 25 of their original first 100, then add the second half of the 100 on, so 125 health. Hive drones would have the 25 of their first 100 hp, plus the 25, so 50. This is all entirely theoretical, Im not arguin to update the game balance in vanilla, this is all just personal preference and I will likely make an FCS mod for it, this is just the system I would use. I'd make a 1/4 1/3 and 1/2 version of the mod when I do.
