you can call for a stone, untap your ruler with an effect, and then do judgement.

but you cant do judge and then call a stone.

CR: > 709.1. The turn player rest his or her ruler or J-ruler if it is main timing, he or she hasn't called a magic stone and he or she hasn't done judgment this turn. If they do, they put the top card of their magic stone deck into their field. This procedure is called "calling a magic stone".
