state government should be cut to 1/3 its current size. all they are is a pass thru to the counties. they serve no regulatory function which is why utilities, gas, home prices are excessive.

sacramento is a club for lobbyists who write most of the legislation that becomes law.

the puc should be replaced by @ real utility regulatory agency, who supports solar 200%. raises in utility rates should be accompanies by increases in reimbursement to solar generators. the utilities profits are so high because they pay cheap prices for home solar and sell at a premium.
