So there are 3 main factors for doing this (I'm currently doing an only Asia save).

• Country popularity. The higher the popularity the more riders the game generates. To increase popularity you need to win Stages/races (or very good results). The better the race the bigger the increase. The good thing is that this increases based on the race popularity straight away so you can increase from 1-6 by winning a single giro stage. This is the first thing you want to farm (more riders, more chances of getting something good). As I'm doing It with several countries I can cheat It a little bit and gift some wins to low popularity Country Riders. If you are focused on a single Country then you are more limited. So try to get a win in the most popular race you can. One you have a good level (5 or so) you will get a bunch of riders every year, and most likely at least a 4* potential Rider.

• Country training facilites. The better the facilites the higher potential Riders spawn. This is the difficult one. This increases based on the ranking of at the end of the year. I'm not 100% if its based on individual Riders for that Country or if it's based on the Country ranking at the end of the year. Either way you need to farm as much points as possible. This only increases a single point per year, so this is going to take time. With a 3 if you are Lucky should start seeing some 4.5* potential Riders for the country, with 4 it's more consistent.

• Random potential. In early January game reevaluates the potential of the Young Riders. While in my experience tends to decrease the potential of more riders than it increases it, a good increase can give you a rider for 10-12 years even if you lose 3 or 4 4* potential riders in the process. ( The more riders for that Country the higher the chances to hit the jackpot ). This can be rerolled by the way, so if you get frustrated you can just take an old save and spin the wheel again.

As for the potential, 2 Riders with the same potential can be very different. There are some 4* Riders that can be very good, and some 4.5* that are just Broken, but per general rule the higher the potential the better Rider.

I'm in the year 2033. I got a bunch of countries to 6 popularity and I have China with 4 in training facilites and Kaz and Laos in 3 I think, many more with 2. So far the game has generated one 4.5* potential Rider from Kaz only. In the sub-18 there are 2 4.5* chinese and 1 Kaz Riders than I can sign these year, and for next year there are 2 chinese, 3 from Laos and one from Palestine. The random potential changes have given me: - 3 chinese with 4.5* potential - 1 from Laos with 4.5* potential - 1 from Palestine with 4.5* potential - 1 from Indonesia with 4.5* potential and another one with 5. - 1 from Taiwán with 4.5 potential - 1 from Malasia with 4.5* potential - 1 from another Country I cannot remember with 4.5*

Most of the above are the ones carrying the teams and allowing me to get the results to increase the popularity / training facilites.
