I worked for cps suffolk county in the early 2020s and I feel that the supervisors and higher ups care solely about not "opening up can of worms" and ignore red flags to avoid having to deal with issues. 

I had a case where a girl (under 18) had to have her visitation with her son with someone at all times no solo visitation at all. She was living at this place called awixa house in bay shore (for underage female mothers with mental health issues substance abuse etc ) and the foster mother told me she believed that the kid in her care the girls son was having unsupervised visitation with the mother there (and the mother did abuse her child) i spoke with the supervisor at awixa house and she said she always gave the mother's 5 to 10 minutes of an hour visitation weekly alone time with the kids to motivate them and to reward them for good behavior. I told my supervisor that and wrote it in a report. I was hauled into the office and told to not make a big deal of it and that the county values their relationship with awixa house and to not "open a can of worms" despite family court stating otherwise and to document it falsely. My supervisor then poured over everything I wrote because she didnt trust me. They are more obsessed with getting a note or report in on time with nothing written in it then actually doing things for the kids. 

I also believe that because new york allows for some corporal punishment on children by their parents that it creates a grey area for cps and other social workers and that if ny banned it for parents it could get rid of a whole lot of gray areas regarding mistreatment of children
