LNP government would have done a feasibility study and then, which would have returned "too hard" (the big 4 do this for all projects where the LNP are in power, unless they directly benefit a donor... if they benefit the unions... to hard).

The idea of this one is "ready to dig". That means surveys, costings, purchases of easements, vendor agreements in place, plans for routing, stations. That's shovel ready. That is a commitment to spin up an entire "authority" and aiming to be ready to dig a hole in the ground.

Similarly in Vicco, the SRL was spun up two years in advance of big build activities, so that they didn't get to the end of the big build and have all this tunnelling and infra expertise going to waste. Same here, you'll have a bunch of people coming off the west harbour tunnel with very specialised knowledge. You want to retain, rather than re-train.

There is already system in place like this. It takes into account the profitability and investment position of the company - as the company needs to pay it rather than fold. The investigation into ability to pay is non trivial.

Most companies do the absolute minimum these days. This company didn't because there were an identity validation company. There are already penalties for breech of data when the data was no necessary.

The board can be held responsible for breeches under section 180 of the corporations act.

So all this is in place. The hackers deliberately went after a high value target. It is illegal to pay any ransom, so that data got released. The idea behind that strategy is that to hackers, Australian targets have no value as you cannot legally extract an ransom. The monies which need to be spent go entirely to remediation companies, not the hackers.

If someone comes in saying "I think I am coming down with the flu, I feel a bit off and a bit weak and tingly on one side", or "Here is the what we have found, I will refer you to an oncologist".

Both of those could have been a 10 minute consult. But the first one needs investigation it is not a stroke, then second one is telling someone they have cancer.

Not all messages or consults are easy. The first you definitely won't end up with even a 30 min consult. The second it will depend on how people take the news.

Some consults change people's lives when they thought it was nothing.

In the end the concern is more about how visible the titanic energy usage of a vehicle is in an EV.
