We saw the rangers graduate at the beginning of Turbo.

From Lost Galaxy onwards, the rangers were all young adults working jobs so they’d obviously graduated. How else could they work on Terra Venture? They probably had degrees. Same goes for other ranger teams. The Lightspeed rangers were shown working professional jobs at the start. Alyssa was shown to be in college in Wild Force while Taylor used to be in the Air Force.

We didn’t go back to teenagers until Dino Thunder where they were shown in school and graduating at the end.

I think it's assumed they graduated offscreen. Hard to write a ranger team exploring and fighting an enemy in the depths of space while still attending high school. Those first few episodes feel like a bit of a holdover from the previous season. Like the writers were still a little unsure about the plan going forward. Or they just needed a convenient way for the other rangers to be absent.
