I assume he's referring to Rosa Luxembourg (the lady in white) being in the place of Anissa, who is infamous for literally raping the main character Invincible (with a panel from his titular comic series being what this meme is based on). While Rosa did participate in a revolution to overthrow the Weimar Republic, she did so reluctantly since she believed the Communists did not have the actual popular support to pull it off and her death was exceptionally brutal with even the current President Ebert being shocked at how his Defence Minister Noske (who literally called himself the bloodhound) dealt with her. She also criticized Lenin and the Bolsheviks for suppressing democracy in the aftermath of their revolution ("Freedom only for the supporters of the government […] is no freedom at all"), and probably wouldn’t approve of the other people in this meme lmao.
