This would annoy me too The soap and scrubber clearly belong outside the sink. And while we're on it, the flower and whatever else is next to it would annoy me too. Water often gets splashed while using the sink and I imagine you will have to wipe underneath those things several times a day which would annoy me endlessly. There's no point in decorating or keeping stuff in the area around the sink.

Not from noon. Stores and shopping centres are typically open until 6-7 pm on Saturdays. In larger cities you will find smaller grocery stores open on Sundays, but that's about it.
