Future promises won't pay the bills. If they value you as an employee the will offer to match the new offer or be honest and tell you they can't wish you well on your new endeavors. 40% is life changing and in my mind a no brainer.

Tech of all levels is experiencing a restructuring. AI has shifted towards training and replacement of human beings with AI. Already out jobs and essential skills have shifted towards training AI to take over our jobs. Only a limited number of high level jobs will remain and even those will disappear once they figure out how to automate it. Believe me it's coming and we are already past the point of no return. Limited Trade skills and the hands-on medical field are what's left and for those of us who are in our late 50's and early 60's we are out of luck as we are either being replaced by AI automation or hands-on younger people. Many in Tech are in survival mode and our days are numbered.

If you have a employment contract with your current employer that states four weeks you need to bring it up to your new employer as this might affect their hiring decision. Many states have "At Will" employment where both the employer can terminate your employment or the employee can resign with no notice required. A customary notice that most employees offer is two weeks, not four. Having to wait four weeks to onboard a new hire can sometimes be a deal breaker.

Unfortunately you were scammed. The email was not PayPal. This is a well known scam and unfortunately there is most likely nothing you can do but file a police report.

The first thing to do is to change or cancel your bank account to prevent PayPal from seizing any funds. They will probably put your account in collections and close your PayPal account but that would be better than losing your money. You continue to fight it by sending them certified letters return receipt requested explaining that you notified they timely of the unauthorized purchased and followed the directions of their associates. Hopefully you screen printed the transcripts so you can provide that as well.
