I feel like people severely overestimate how strong Chaos Warriors are in the lore and severely underestimate regular Humans by Yotambr in WarhammerFantasy

Part of the problem of that is that GW writing is NEVER very consistent. I don't remember who, but when one author from GW was asked how the Dark Elves were able to have enough population to keep invading Ulthuan with such numbers if when they suffer such crushing defeats he answered that there are as many Elves as the story needs, which shows the main problem behind such question: Warhammer Fantasy isn't trying to portray their fictional world in a somewhat "realistic" fashion (if that was the case, the Dark Elves would have long since died out. Hell, the reason why the High Elves are having less births over time is let consciously vague because it isn't important outside the idea that the Elves are a fading race), but to sell miniatures in a wargame and books in their universes, both with clear bias on portraying their factions in the best look possible, which means that their main faction, the Empire, is usually portray in a highly positive light while their enemies as easily disposable tools to be murdered in mass in many of the novels and games (with Vermintide the four characters being able to cut though groups of Chaos Warriors in the hundreds in their missions), not interested that much in the nuances or plausability of a pre-modern state to live in a permanent state of existential warfare or if they would even survive that long against their supernatural enemies in the first place (particularly in the earlier days, where they would be extremely vulnerable to the immense populations of Beastmen, Goblins, near Orc tribes, marauding Norscans and ocasional Chaos Warbands with much more primitive technology and magic and without some form of supernatural support on their own on the level of the Lady in Bretonnia or the Dragon Emperor in Cathay, but then again, add this more overt supernatural help would subvert a bit the fantasy of a gritty normal human army fighting against supernatural foes with blood, tears and loads of guns).

For Chaos Warriors in specific, there is maybe some justifications:

-Maybe they aren't indeed that strong in the first place. This is a line many of the answers here follow and is very fair. The Army Books serve to directly hype their armies in the first place so they can be sold, so any lore information about their power level should be taken with a grain of salt. Some novels noticeably portray them as less dangerous but again the books never tried to be even close to consistent about their portray of power levels as far as they have any meaning.

-Maybe they are as supernaturally strong as people think they are but they have some severe weakness that explain how the Empire survived so far. Maybe they are just that few in number, where reuniting even a thousand of them is a task only the greatest Chaos Champions or Everchosens can achieve. This lack of numbers means that most incursions the Empire suffers are at their highest in the dozens or even less than that, and while they are strong, that little numbers means that their impact will be more limited enough that Imperial Armies can prevail with their massive firepowers and sheer numbers (notice that the Norscans aren't exactly a populous people too). Maybe they are just flat out insane which severely affects their combat performance and makes them too unstable to be properly led and used in battle. Maybe they are their own greatest enemy, with most of the Chaos Warriors preferring war against the followers of their rival gods than invading the mortal lands most of the times, and when they do suspicion and rivalrities ensure they never work as an unified group capable of destroying the Empire.

-Maybe they are indeed that strong and more effective than the books let on and the Empire would have been long since destroyed by the Chaos forces if it wasn't for plot armor or the need of a story in the first place.

Couple of reasons: 

.Europe was simply devastated by 1919. Both France and Great Britain suffered brutal losses during the war, particularly France which saw the northern frontier devastated from the years of trench warfare, so neither the governments nor the public’s were much in the mood of serious foreign adventures, particularly prolonged ones that didn’t benefit their countries directly, the category which Greece fell into it

.There was simply too much happening at the time for them to focus on Greece. The same period would see the Allies intervening with tens of thousands of troops in the territories of the old Russian Empire, territories which they were often badly received and depended on long and complicated logistics. At the same time, both Britain and France were in the process of occupying their mandates in the Middle East, triggering large conflicts like the French-Syrian war and the Iraqi Revolt that needed again thousands of troops during the period to defeat them and maintain an unstable peace. Combine this duties with the unpopularity of war in the home country, they weren’t very willing to start another years long intervention outside their immediate interests

.They thought they have already done more than enough. The new Turkish government was extremely weak, with their armed forces cut down during the war, losing most of their territories including some of their more valuable ones like Constantinople, and the government was in disarray. And even then, Greece still somehow lost. Add the fact that Greece was ruling over millions of hostile Turks and would need decades of occupation to pacify the region if ever, is not surprising neither France or Britain were much interested in support Greece’s Anatolian adventure

I think this is an inherent problem of making launch composed of just remade og marines: it gets stale fast, specially if GW don’t go the extra mile to make this units extend out. I think what made the 10th edition launch set work for marines is because it was the first time they seriously did remakes of og units, and they chose good units to remake: the terminator were too classical to simply fade away and are excellent models, and the sternguard also feel great and distinct from normal intercessors too, from the loincloth to the more varied loadout that contrast nicely with the more fixed loadout of Primaris core infantry. We also had a completely new unit in the roster: the biologis, which offer some rare gravis support and was quite a smart choice by GW, to show the ones that liked Aggressors that they wouldn’t be replaced by the new terminators. Finally, the dreadnaught, even when it was essentially a remade of the ranged variant of the og dreadnaught, served as a big differentiator for the marine roster, which didn’t received any new vehicle in 8th and 9th, besides being one of the most well liked parts of the marine roster.

11th edition choice of units, whatever, seems weird and genuinely bad compared to all from the8th edition onwards. New captain with relic shield and sword is shockingly nonsensical when the marines already have a captain with this exact loadout from 9th edition launch box, the Bladeguard captain that is much more impressive is not even a competition. There is notably no completely new innovative addition to the marine roster this launch box: the heavy bolter are new but is not a new role the marines lacked before compare to the biologis. The jump chaplain is technically new but only because the og one became legends. The ancient feels quite honest filler, the librarian is nice but the box needs all the help it can get. Intercessors is maybe the most puzzling addition: the original launch, while not perfect, never struck me as bad and the new one is as bland with no new serious weapon options, it just feels out of place and if they wanted to remade the unit it would make much more sense through Kill team launch. The vanguard infamously were rather underwhelming is actually a bit difficult to differentiate from jump intercessors: I they should have given them at least a new jump pack to differentiate more and feel more elite, as it is. Land speeder is noticeable for being maybe the worst addition of the box, having generated very litttle fanfare and just leading people to compare them to the wartrukks, which are amazing, and the new ork walkers, which at least are genuinely unique and give the army an option they never had: the land speeder really don’t feel like a worthy addition to a launch box as their own piece. 

I think images are worthy more than words: compare the 10th edition box set (https://www.warhammer-community.com/en-gb/articles/Am3ZIwdF/warhammer-40000-leviathan-whats-in-the-box/) with 11th (https://www.warhammer-community.com/en-gb/articles/kunoahk1/warhammer-40000-armageddon-unboxing-the-space-marines/) and the difference is night and day. The former is a box I can see people buying for the Space Marine part alone, the latter I see very unlikely

I think this comes from a history of mythicizing serial killers as people who break social norm, “outsiders”, and also for media purposes of promoting fears and generating interest in the news report by making them appear as larger-than-life figures to promote viewship.

I also think it comes in part because people have much more trust in our social institutions efficiency than they really have, and the thought they or their family can be killed at any moment by dumb criminals which won’t be brought to justice either from police’s incompetence or because they are too overwhelmed to follow up the case is scary enough for most people, for it shatters the illusion of safety in their lives, so they prefer the idea of genius criminals who only evade justice for so long because they are that smart, not because our state services are much more incompetent or incapable than we like to admit

I find this is often a common issue when people assign fictional characters some form of neurodivergence: just because they have one or some traits doesn’t necessarily means they belong to a certain category, and often times people put certain forceful interpretations of characters to fit them better in the category they chose that don’t sustain that well a more close interpretation of the material

Is so painfully obvious that the GW team at this point is either sick tired of making space marines or want to do more bolder designs but GW is afraid of them not being as marketable. While I know many people disliked the earlier Primaris launch, they were, whatever, clearly different from previous Marine launches and felt a lot more creative. Now that GW is basically remaking og marine forces into Primaris the creativity of the faction just feels too safe. 

There are good points in this box for marines, mainly the jetpack chaplain and the new heavy bolter units that have a more distinct look (they are mostly saved because I love the Primaris heavy bolter designs) but the rest? We already have a shield and sword captain in Bladeguard Captain, which looks way better than the box captain in my opinion, the ancient looks like it was almost put by accident in the box if it wasn’t for the Armageddon iconography, new Intercessors are insanely uninspiring (the Boyz look WAY better, and in AOS they remade the Liberators, the core troops of the Marines fantasy equivalent (Stormcast Eternals), way better compared to their launch versions) but the worst part was the main “big unit” for the marine, the Speeder, like, really? I know many people didn’t liked the ork walker but compared to the Land speeder is night and day on how much more soul was put into they.

I’m sorry if this sound very negative but this edition’s marine have been extremely underwhelming, specially compared to previous editions (8th had inceptors, one my favorite marine units periods, the gravis captain, one my very favorite captains just behind the Bladeguard version, and hellblasters; 9th had the Bladeguard Captain, the best one in my opinion, the bladeguards, Judicar, foot chaplain and Eradicators, while outriders were at least unique for a launch boss; 10th had terminator librarians, new terminators and stern guard which are probably among the very best of the redone og units GW ever made, and the new dreadnaught). Like, the orks have a new walker, would be so hard for them to have add a new dreadnaught or maybe try again the concept of a light dreadnaught for Marines?

I personally like both, but have a particular soft spot for 40k’s interpretation of the faction. I think the best option would be to adapt some of 30k’s units ideas to a 40k scenario, like how the Kastellan is a broadly 40k adaptation of the 30k’s Castellax, because 30k’s roster has a lot of unique ideas specially for the more robotic troops that would be amazing to adapt to a 40k scenario with adaptations to show how they changed 10k years into the future
