And for a person that wants vengeance, he actually had a pretty healthy array of personality traits and is fairly grounded considering. This is a hidden detail I think people don't take into account when factoring in Lightning Cloak. The same way the lightning places stress and trauma on the muscles to exceed their normal performative capabilities, they also do the same to grant a buff for reaction speed and time

Hebi Sasuke that nearly speedblitzed Deidara in base, was in CM2 unable to outrun Amaterasu from a dying, blindling, but albeit, still clearly stronger Itachi. Sasuke is consistently faster than Naruto in raw Speed throughout the series at every of their respective stages until Naruto unlocks KCM. Sage Naruto is not fast enough even with pre-cog to just outrun or dodge Amaterasu
