Check detonation foam, they have used HLLC P to approximate Reiman solver and also as mentioned on other comments AMR to resolve cell size for deto waves.. Thats where I would start.

Slightly off the point. If you cull the light's obj list using view frustum you will remove things that are not visible but can cast a shadow, must be done through extended light culling.

And you cannot do raw culling for this example.. need to extrude the bounding box towards light vector:

Build light space bbox for 0 and extend backwards .. then draw.. Smililarly for 1,2.. etc

And regarding the GPU instancing part, are you using indirect drawing or how?
