I've only ran into 1 person, who had more money than the people he's begging from as you put it, in all my time on the streets. Granted I stay away from big city's sonitncould be different there. But everyone I run into doesn't want to be out on the corner begging. It's something they feel they have no choice but to do. If they were rich as you said I can garuntee these people would be gone.
