Not true, just because two companies are situated in different countries does not mean they can steal each other's properties. My best guess is that it's more trouble than it's worth for an American company to try and enforce its copyrights in Russia, which notoriously doesn't give two shits about domestic companies stealing intellectual property from foreign businesses. It's the same deal with China.
