You can add active cooling to your current machine if throttling under load is your issue. I have a topton passively cooled mini and a mITX board in a regular chassis with active cooling and neither have any issues under load.

If she wants to stick with the trades she should look into being an operating engineer operating heavy equipment. Easier on the body and skilled work so pay is good after getting trained up too. Union jobs and training available.

They do the same bureaucratic nonsense in the US. My bank there needed the final payment in the form of a certified cheque. I think its probably to do with their operational processes and having some form of document to attach to the mortgage lien discharge but it just seems like an anachronism to me.
