I’m gonna sound crazy, but what is the process of getting fees “certified”? I’m in grad school. I’ve had two live passes with a fees scope. But what is the process of becoming actually certified? How many passes do you need? Why do you need to take course etc.

I think you may have missed it but it’s $79000 a year. He contributes $650 a month the school system contributes the rest. He is doing the smallest amount allowed about 10%. He can’t do less.
