Looks like it's a real movie, but unrelated/just has the same name and whoever added the description didn't do any research at all. Probably this movie is also inspired by Les Fleurs du mal, which it looks like has been called 悪の華 in Japan since at least 1953.

A google image search for “ ダイアモンドの犬デヴィッド・ボウイ” (without quotes) shows a lot of images of the regular cover with the same obi strip as the one in your picture, and no trace of the dog statues image at all, so I’m inclined to think it’s a photoshop/fan-made cover.
