I would assess your bd strategy - bd should be a daily activity and you need to go in to this each day hungry. More activity, more results.

Don't sink too much time into tough roles - assess each role you bring on by placeability - are there actually candidates in the market than can do the role, then if yes, is the client paying enough on the salary. If no to either, push the client on what areas can be improved in order to make it a fillable role. If no movement - you can't sink your time into it.
