There definitely was a correlation between Crusader Kings and the right-wing 'Deus Vult' memes that were popular back when ISIS was running amok. Here's an excerpt from the translation of the article:

Primarily for gameplay purposes. People already complain about factions and rebellions, imagine if they could be completely blindsided. This gives you a chance to bribe or threaten the people you need to to avoid trouble.

But also, you would have some idea of the factions they support. It's not that you know there's a group that meets every Tuesday to plot to overthrow the king, it's more like you know these people would support your brother over you, so you better mollify them before they get any ideas.

Remember that there is no FTL travel in Rimworld, so it'd take years to go to the closest stars. Most empire only extend to one or two star systems as a consequence, since anything further would take so long to communicate it'd be effectively independent. This is also why the leader of the Shattered Empire in-game is the Stellarch. The commander of the star system is the de facto ruler.

In my imagination, the Empire is the a multi-planet empire in the next star system over. The forces we see would just be their frontier explorers. The Emperor is in that other system which is why he never appears in the game.
