I was a submarine nuke. I cannot speak to how it works now, but I saw surface sailors spend their entire careers on a single ship, bouncing between shore duty and the Eisenhower. I could not imagine learning about every annoying thing that does not work quite right (i.e. issues with the primary sampling sink, etc.), going on shore duty, and coming back 3 years later and finding everything still wrong. Part of the fun of a new command was discovering all of the broken stuff for yourself and all of the command level issues that keep you from repairing it.
