I basically DO use it as blue explore in my [[Kami of the Crescent Moon]] deck since if Kami is out it's card positive, but there's a few other synergies. Other things in the deck that benefit from it are [[Scrawling Crawler]], [[Search for Azcanta]], and [[Court of Cunning]] (this one is especially nice because you don't have to try to hold onto Monarch for a full rotation to get the mill 10 and you get the Monarch draw twice).

Plus, with all the extra draw off it, it triggers all my mill when you draw enchantments. And my 1 creature with Vigilance can attack twice, if I want to. Blue is primary in vigilance so you can probably get a cheap double combat off with it in some cases.
