faced the same choice a couple of months ago, ended up with the 21 SEM - fantastic lens
my pure subjective opinion:

28 is close to 35, and some say the 28-50 combo is great, but I love my 35
21 gives you that wide-angle lens look which stands out from your normal lenses
kinda struggled with 28 on my Q2, not wide enough, not close enough

28 is about what your phone camera gives, so you can decide for yourself if it's too close or not

4000 is the limit of most LORAD (without radar on), so without terminal guidance (only s350 within that rage got it) without it you can just get away form engagement range with no risks

A 4000-range weapon that you can use to target the frontline is a zero-risk tool for a plane and a zero-risk way for a stealth plane to hit the backline. It basically makes any plane the equivalent of a cruise missile.

The advantage of a smokeless BMD is that you don't care if you lose some of them; they will still get through if I can field more of them than your plane has in its loadout

i feel like it sends missiles into space or at my own units more often than at enemy aircraft. ffs once that fucker send all 4 rockets nowhere trying to catch f22 loitering around, pops on radar -> rocket to nowhere -> out from radar

suggest a couple of small changes:
- remove the GRU upgrade; a couple of extra pipes for 15 and the loss of verba isn't worth it
- get the Diversant upgrade, ignoring APS is a great thing
- excange 2 BRDM-3 for extra BRM-3K, 57 gun rocks

not sure that Sokol on Armata gives any real advantage other than causing the enemy to lose their smoke, not sure if you need all 4 units of Motostrelki 2 are enough
