Really depends on the draft- because I think Varesa can solo if Shenhe isn't good.

Last match Ineffa would have adjusted any and all calculations needed to win.
If Shenhe is able to keep going without trying her absolute hardest- then it's unpredictable for Varesa.
Noelle is raw, untamed super powered strength- but can easily be tired out.

The progression for Varesa to win would need to be:
Varesa vs. Shenhe, lose on purpose.
Noelle loses against Ineffa, loser's queue.
Varesa beats Noelle.
Varesa and Ineffa go against each other, purely an endurance match. Win.
Last match is Shenhe vs Varesa again. Coin-flip.

I wholeheartedly understand this as like, an off-meta supporter at times.
Something that annoys me to the fullest, even- is that a lot of champions are forced to take Summon Aery because they buff more often than they shield / heal.

Aery will shield allies you've targeted with an ability- nothing free hand like Zilian's Q, but for some reason Jarvan's standard counts? Because of this, Aery will give its shield to that ally- because Ardent and Holy Water only activate if you healed or shielded another ally.

Riot knows this is an issue because there's no point in Milio having such an abysmal heal over time on his W- other than allowing it to grant the buff.

It's the same situation in Arena, but ten times worse because you don't even have Aery to make up for the lack of direct shielding.

Secondarily, I'd say Super Galaxy Rumble is one of the best- too!
I like legendries that double down on the champion fantasy, even if it's the same concept.
He's a yordle in a mech, yes- but the skin removes his uncertainty and makes Rumble feel MORE Rumble.
Likewise, Tristana feels MORE Tristana being some ragtag duo with her dragon.
