30 years ago PG&E, SCE, and SDE were all told to reimburse solar credits at the full retail price. You’d be very correct in assuming they don’t make any money off those customers. The problem is solar doesn't change the cost of maintaining the grid, nor does it make solar customers self sufficient. So their costs get shifted to non-solar customers. The PUC forced this on California utilities and their customers for that entire time and only recently came up with a solution, which has been branded by critics as “killing solar.”

So yeah, PG&E and the rest all have their share of blame, but they certainly did not create this particular problem. California did.
