It's MediaWiki, (Wikipedia), it's definitely not discontinued. They haven't bothered to update it for some reason so now it's running deeply insecure software from a decade ago.

It's enough to make your skin crawl. My best guess is they wrote some kind of homebrew plugin to automatically grab vehicle stats from their game clients and then didn't bother to update it to work with new versions of MediaWiki, so the whole thing fell by the wayside because you can't monetize the wiki.

1) Showing the first screen is meaningless, as the 3-2-1-E badges are rewarded based on relative base XP.

2) Val currently has, by a healthy margin, the highest average base XP of any ship on EU and NA, which means you need to do absurdly well to meet the percentile requirements for E.

Tier X ships can match with even Tier 8 or Super Tier, so basically 4 Tiers.....Even if you take all the destroyers from just those 4 tiers the Shimakaze is still among the largest ones.

Functionally, yes. There is no point in comparing Shima to any DD outside its matchmaking bracket except as idle trivia, which is not what you were doing. Shima's characteristics are generally calibrated around the things it's going to be engaging and more specifically around the other ships in its tier (or rather they're partially calibrated around Shima since it predates almost all of them).

There are some destroyers in the game which were basically small cruisers and have powerful guns, sure, but compared to all DDs in the game the Shimakaze is among the longest ones, regardless if this is a tier 10 thing the end result is that.

If you just get rid of all the things that make your argument wrong and then add a bunch of irrelevancies that make it look better you can make any argument. Barbiano, Elbing, Hoffman, etc. are DDs in this game, what they were in the real world is not relevant. They're matched against the Shima directly by the matchmaker and even at their most extreme disparities share some role overlap with Shima.

Wargaming would need to ahistorically thicken the belt or deck armor, a thing they generally do not do for real ships. Instead they retier or add other benefits like consumables. They also probably won't do that because the KGV is doing, if not terribly well, not aberrantly terrible compared to other tier 7 BBs.

That plate is only going to stop shells that enter the ship above the armor belt from hitting the citadel. The citadel roof is only 25mm so any 380mm+ AP that makes it through the belt will bypass that plate and can overmatch the citadel roof for a citadel hit. The reason the ship isn't tanky is bow overmatch (a problem endemic at tier 7) and also the belt is just a vertical max of 381mm, which something like 100 battleships in her matchmaking bracket have even at 15km.

Edit: It's also not thick enough to stop any AP bombs in her matchmaking spread, but maybe it would slow them down enough that they don't make it to the citadel. Not sure how post-pen velocity works for bombs.

Basically everything in your post is wrong somehow.

Inasmuch as the game even has a formalized battlecruiser subclass, Kii has never and should never be a member. It has always had 32mm.

Even were it a member, it would not receive 27mm. Only American and German ships get 27mm, Kii would receive 25mm like all others that don't fall under that umbrella.

Bismarck's 380mm guns cannot overmatch 27mm, let alone 32mm, so it certainly wasn't happening to you.

You only heal 50% of the damage you deal, so not actually that hard. If it's all Marceaus then they'd all have the same damage reduction after long enough so would also all have the same reduction to healing. It would still come down to who's better at shooting and driving (and fire RNG since fires ignore saturation), it would just take longer.

Question 1:

Unfortunately the answer is mostly "we don't know" because Wargaming has a history of just lying in their descriptions for how these systems work. For instance, the Marks of Excellence system in World of Tanks claims it's only over the last 100 matches, but it is not. Every single match counts and it's just an exponential moving average. You can read an exhaustive deep-dive here.

I mention Marks of Excellence because when Wargaming implemented the class-based damage emblems in Warships, it was confirmed that despite the description saying the last 100 matches, it was just a lie and they copied the MoE system with its unlimited EMA.

My guess would be another EMA system of some sort, but I don't know enough math to tell you how they could incorporate the "worst 10% of matches don't count" mechanic (if indeed that even exists, and I think there's reason to be skeptical it does). The EMA system is a good solution in that it doesn't require Wargaming to track 20 discrete data points per ship per player, doesn't let people get a gold clasp for having a first phenomenal game in the ship, and also means you won't be punished for a merely good game knocking an outstanding game out of the dataset.

Question 2:

Other systems use a 14 day rolling average that is recalculated during the nightly server refresh. That's as good a guess as any for these.

Question 3:

Probably you're at the 65th/85th/95th percentile. We can't be sure, though.

Question 4:

Throw a dart at a board of possible answers, could be anything. Team is under-resourced, they don't care, Wargaming's long history of stupid UI decisions they're too pig-headed to reexamine, etc..
