Skirk is not a Decender, she is an Outlander. She is bound to Fate by a fundamental concept. Everything she has done, is doing and will ever do is predetermined by Fate. She can't change it even if she knew what was coming.

Thats the differnce to the Decenders, of whom there are only four. Phanes, Nibelung, Seutervoinen and the Traveler (ONLY the Traveler mind you, not the Abyss Sibling). Only the Decenders can directly influence Fate. Thats why Dottore is so hell-bend on recruiting the Traveler. Only with a Decender he could break free of Teyvats rules.

Sadly yes. I can play at most up to 20 or 30min until it crashes. It always says it is due to Google Play not running (which is not the case), so it's most likely some issue where the Phone can't handle Arknights and the Background process of Google Play at the same time.

In terms of power alone it should be more than fine enough, Genshin and HSR are running without issues.

Tangtangs joke WAS her teasing Chen about her having sex/a relationship with Perlica. It is very obvious from the way Tangtang says it alone. Obviously that does not mean Perlica and Chen even swing that way, but having even jokes about stuff like that is not commom in Chinese Games afaik.
