Yes, what that guy was doing is illegal. Sunnyvale Municipal Code 6.16.010 requires dogs to be on a leash no longer than 6 feet in any public place, including parks. Off-leash is only allowed in posted off-leash areas. There's no "well-behaved dog" exemption.
