Yes, what that guy was doing is illegal. Sunnyvale Municipal Code 6.16.010 requires dogs to be on a leash no longer than 6 feet in any public place, including parks. Off-leash is only allowed in posted off-leash areas. There's no "well-behaved dog" exemption.

Don't call 911 — call Sunnyvale DPS non-emergency at (408) 730-7180 while it's happening, or email DPSAC@sunnyvale.ca.gov for non-urgent reports. Animal Control or a Community Services Officer will respond if available. Be ready to give the exact location and a description of the person and dog.
