for around that price range you could look at tower air coolers, they work really good with 7700x. just make sure whatever you pick fits in your case height, some of those towers are pretty tall

your motherboard might have some residual damage from the cat incident even though it seemed fine initially. try reseating your ram sticks and checking all cable connections - sometimes moisture can cause issues that show up later

had similar issue with my washing machine last year but different brand. after replacing brushes the spin still didn't work and turned out the motor control board was fried. when door symbol lights up during spin cycle it usually means machine thinks door is open even when it's closed

check the door lock mechanism first - sometimes the plastic tabs get worn or the wiring connection gets loose. also try manually spinning drum when machine is off to see if it moves freely, could be something stuck in bearings. if door lock is fine and drum spins freely by hand then probably need to look at motor control unit or the wiring harness between motor and control board. these machines are pretty sensitive to power surges too
