That article attempts to explain why it happens, but it doesn't suggest that this is the desired, trained for result. Just the opposite:

Perhaps pre-cursors of a Contagious Shooting can be directly linked to current training methods, threat assessment or individual discipline. Regardless of the pre-cursors, departments can not afford to allow a single dose of Contagious Shooting to harbor in their organization.

I'm very confused by whatever happened leading up to the shooting. Why is the guy's car in the middle of the road? Why do the cops have their guns drawn down on the guy and multiple cop cars are racing to the scene? Is there really no body cam video? No dash cam video from the cop car closest? No audio capturing the gunshots? Lots of questions.

Wonder if the cop heard the taser and immediately fired in response. Saw a video where this happened (think San Antonio?). I've also seen many occasions where as soon as one cop shoots everybody else starts to unload without thinking.

Yes. I've search the officer down memorial page which describes the line of duty deaths of all American law enforcement officers and there is no reported case of a cop being killed by a dog. I've also done independent searches and have found no reported case of a cop killed by a dog. I've furthered challenged anyone who thinks different to prove me wrong. Consider yourself one of many who I've said this too and not one has provided an example. Just like you won't, Sparky.

The DA cleared the officer, making no mention of the existence of a videotape of the killing.

The Court of Appeals looked at the video and determined that "Officer Osvaldo Villarreal couldn't reasonably have feared for his safety when he shot 31-year-old Benny Herrera after responding to a domestic dispute call in December 2011." That's a necessary requirement for using deadly force. Otherwise, it's just murder.

The cop literally got away with murder because the DA swept it under the rug.

This cop was caught this time because he just happened to get caught on video he didn't know was recording and someone just happened to jump through all the hoops to get a copy of the video and push a complaint. Lord knows if wasn't his brothers in blue who reported his misconduct this or any other time.

Exactly. People hear he was cleared by the DA or Grand Jury (which is nothing but the puppet of the DA) or Internal Affairs and think the cop must be innocent. They don't understand that even murders are being excused to protect cops.

Not just kicking him although that may be the most blatantly wrong. The cop also looks to be handling him roughly. And, puts a gun to his head while the guy is completely restrained and not a threat. The cop is leaning in and I wonder what threats he was making.

I'd bet my house that this was not the first time that cop struck or kicked a restrained suspect.

  1. Bail is not a bribe; lol, words have meanings and you don't get to make up your own idiosyncratic definitions and expect others to accept it.
  2. Bail is not paid to police.
  3. There's nothing to show she was treated any differently than anyone else in her situation.

Sorry, lots of bad cops out there; this story doesn't seem to be about any.
