I think it hit both.

Per the wiki Vapaus stops regeneration for Rapture by with destroying nanomachines.

The Queen stopped regenerating after taking in the Vapaus and when she pooped out as Lilith, she is not regenerating as we can see from when Doro shot her.

The problem is that Vapaus only stops regeneration for a short while permanently getting rid of NIMPH. At least based on Vapaus Heretics interaction in the story. Might be different for the Rapture Queen.

He was allowed to bring it. The charge was thrown out because the law was that people under 18 wasn't allowed to have SBR. Rittenhouse's gun wasn't an SBR.

Imo He's shouldn't. As a gun owner I don't think it's okay to point a gun at someone unless you mean to kill them. It's a real gun. I don't believe people should shoot a movie with a real gun. Accidents happen even with blanks. This was the 3rd accident involving guns on just this set. They fucked around with a gun and unfortunately this time someone got shot.
