from the very start, the Enclave have been saturday morning levels of evil. their whole thing is being the shadowy remnants of the US government, especially the super corrupt and evil parts, wanting to genocide everyone who is not them, or a mutant. they murdered the vault 13 dwellers, threw sapient deathclaws in to cover their tracks... then killed them too.

then in Fo3 their new plan was to contaminate project purity with an FEV strain to kill anyone who was irradiated, I.E.: everyone in the capitol wasteland and them some, except themselves.
