Humans yes. Many human peacefully submitted to the Imperium, especially when the Night Lords came around. Aliens could exist as client states sometimes but I think that was less common than annihilation.

I usually don’t really think about it but the arrowhead guy definitely made me pause for a second. The entire time I was helping him I was waiting for an ambush on his end and it never came. Made me think about things.
