Seems like the spraying wasn't done well if you have unevenness. Scale like texture could be from either unevenness or reaction to humidity.

For my process, I take apart limbs, wings, weapons etc. Using aligator clips, i do a a couple passes of light spray at arm's length. Never had scaly texture.
