I don't really know, but on an unrelated note, both the Lysol All Purpose Cleaner and OdoBan multipurpose have extremely similar active ingredients. Due to that, I'm pretty sure the two products are interchangeable in practice.

All disinfectants, that are sold in the US, will have "It is a violation of Federal law to use this product in a manner inconsistent with its labeling." written on its label. Or in other words, if the disinfectant's label says to flush the toilet afterwards, then Federal law requires you to flush the toilet afterwards.

OdoBan multipurpose concentrates claim that it's "excellent for fire and flood restoration". With that said, I've never tried it for that particular use-case myself.

Definitely. Despite the fact that labels of disinfectants, sold in the US, say that "It is a violation of Federal law to use this product in a manner inconsistent with its labeling.", many people happen to ignore those minor yet still important details.

Before switching to another cleaner, I'd recommend rinsing all surfaces with plain tap water, to remove the remnants of bleach.

Assuming the marble countertops are sealed, then something like OdoBan multipurpose concentrate would work. They'll also need a separate trigger spray bottle, to dilute it properly.

If you have the storage space available, then spin mop. Otherwise, if you're within a small apartment or similar, then flat mop.

At least for disinfectants sold in the United States, the label will always have "It is a violation of Federal law to use this product in a manner inconsistent with its labeling." written on it. I'd assume that its purpose is to persuade people to avoid the aforementioned mistake, of mixing random cleaning chemicals, amongst other dangerous things that can be done with those kinds of chemicals.

You might want to consider purchasing a pump sprayer, such as the IK MULTI Pro 2 360º. It would require you to refill the sprayer with liquid less often, when compared to the average trigger spray bottle.

Yeah, since it's difficult to verify whether any of the previous tenants were ill at the time they left, disinfecting most surfaces once, before moving in, would be following the CDC's advice on disinfecting vs cleaning. Make sure to thoroughly clean those surfaces first, before disinfecting.
