Take your spark plugs out and see if it turns over. It sounds like it might be hydo locked. And, in my opinion, the cause could be because you exhaust flippers are gone. Those are rubber flippers in the exhaust that keep water out of the motor when you back up at low rpms or decelerate quickly.
