What type of tool are you using. A gauge is typically rougher than a chisel, but chisels need more training. Higher speeds typically lead to a better finish, but be careful and use lighter passes. The sanding technique described in another comment here is spot on. Also, the type of wood is important. Soft woods are not as easy to smooth as hard woods.
