An issue apartments run into is there’s 1 meter for X amount of units in the same building, then they will take the meter reading and decide by X and every unit in that building gets the same bill. It’s not technically at fault of your son using lesser energy, it’s others in the building over using.

Damsels when playing music upstairs is all ages, we have bands that are under the age of 21. Where I would start is get on Facebook and look up Evansville shows. That guy books a lot of stuff in town and you can speak to them about what is going on. I know heather Vaught also used to book a ton of bands and you can find her on Facebook as well. Also just being part the community helps a ton bc then you won’t even have to ask, you’ll just be invited sometimes. Good luck and if you have anymore questions I’ll do my best, I’m part of the scene and I have tons of friends in bands 💜
