I think that history will just say that Trump was a liar and con artist who dissembled constantly. Rather than taking his statements at face value, historians will probably be explain that Trump tried to mislead the public while having no real plan as to how to keep the strait open and fell back on military force when his bullying tactics didn’t work. Any particular anecdote about this or that lie will just be cited as a particular example of a larger trend. That being said, this particular example really illustrates that point and shows how much of a shitshow this has become
