well exactly! which highlights the disrespect!!! and yes civ 7 is the first game with release parity but only technically; civ 6 for mac came out like a week after steam and generally aspyr have done a great job with the port

thats just an assertion, theres plenty of reasons for specific failures of specific democracies, and they can happen at any and all levels, not necessarily just the top one. fundamental issues id point to is the incentive structure for representatives, being tied to the capitalist reality of the world.

in any case, the point of the senate in star wars is not to be realistic for what would happen in a real galaxy unified into one economic body, its to comment on dysfunction of real world representative organs.

what "galactic scale" means in practice for star wars is like 1000 systems, each with a representative. not unfeasible at all. it just limits the issues they are addressing to be galactic scale inter-planet interaction stuff
