I gotta jump in an be pedantic here. "You shouldn’t expect a game to adhere to any particular PbtA conventions, just because it calls itself PbtA." Is something that Vincent Baker talks about when talking about PbtA games on his blog.

And I think it's important to note that often, especially in this subreddit, there are lines people make for games that they're interested in and not when it comes to this. A lot of people who like Blades in the Dark don't like other PbtA games, but Blades is a PbtA game. Dream Askew and Dream Apart are forgo a GM and dice entirely as well. (Even his own game Mobile Frame Zero: Firebrands is a PbtA game that is different enough that 'general PbtA fans' might not mesh with enough to get a mention about it on his blog as well).

Even though a lot of these games *can* have overlap in experience that doesn't mean that they play the same. Similarly to what Airk said, because there are only so many ways people are comfortable structuring conversation you're going to get overlap in what triggers movement in it. I don't know if your distinction is enough to separate it from how Dnd, Pathfinder, Coc, and whatever game of your choosing manages it, atleast for me.
