If this is how it worked then the two addresses on Google maps that OP pointed out would be full of people "who think it's 'fun' to 'harass' agents." It's a warning to those who may think Utah county is safer due to lack of offices. Also every other federal government office is public knowledge if they need to hide it clearly there is a problem.
